The state's school financial accountability rating system, known as the School Financial Integrity Rating System of Texas (FIRST), ensures that Texas public schools are held accountable for the quality of their financial management practices and that they improve these practices. The system is designed to encourage Texas public schools to better manage their financial resources to provide the maximum allocation possible for direct instructional purposes.

Based on 15 meticulously evaluated financial indicators—measuring practices such as fund balance, debt management, and financial stability—school districts receive ratings ranging from Superior and Above Standard Achievement to Standard Achievement or Substandard Achievement. 

TEA derives these ratings from audited financial statements and submitted financial data, providing an objective measure of financial practices. A high rating underscores strong financial management, transparency, and the district's ability to meet its financial obligations. Conversely, a lower rating may suggest financial risk, prompting increased stakeholder scrutiny. 

In essence, the Schools FIRST rating is paramount for districts, showcasing financial accountability, transparency, and the efficient use of resources. Ultimately, this supports student achievement and fosters public trust in the district's financial stewardship. 

Colmesneil ISD received a rating of “A+” for “Superior” under Texas’ School FIRST financial accountability rating system. The “Superior” rating is the state’s highest, demonstrating the quality of the District’s financial management and reporting system.
